Make a slot machine cost 1 cent extra and make it give out at least 1 cent. Bam. Slot machines are not gambling.
Most likely you would have to have it always give out a 10c toy and cost 15c extra. If you just return less than what you started with it would be too obvious.

If you raise prices by 15%, but offer everyone a very conspicuous 10% discount coupon or have a “10% off sale! Buy now!” for all of eternity, no one will notice they are paying more.
