When they met Captain Prime, she mentioned vigilante laws (which I’m assuming work similarly to real-life Good Samaritan laws) that will protect them up to a certain degree of collateral damage (or wanton murder, in Deathblood’s case).
The registered superheroes seem to be assigned duties directly by the government.
I don’t know about that. Good Samaritan laws tend to be there to protect the Good Samaritan from liability. For instance, if you pushed someone out of the way of a speeding bus, but the person you pushed took a tumble and twisted or broke an ankle, they can’t be an asshole about it and sue the person who saved their life for the ankle injury. Vigilantes (outside action and superhero movies) are usually viewed as rogues taking the law into their own hands. Eugene specifically wielded their status as Unregistered heroes as blackmail. Threatening to leak such information to the authorities and certain supervillains who like to experiment on unregistered heroes. Essentially destroying any chance to a regular life with some vigilantism.

I did some searching… don’t think we’ve seen him before. I suppose “don’t date law enforcement when you’re an unregistered superhero” is good advice, although I thought he usually held his cool better than this. Seems more like an Ethan reaction to me!
and they own a gun, which is always more dangerous when domestic violence is involved.

The cop didn’t seem to be reacting normally. I mean, when someone reacts the way Lucas did, they are with would show reflexive concern at least… not ‘slightly more open eyes’, that is the reaction of someone who just confirmed something
Honestly – as a cop I’m sure he’s gotten that reaction before. Probably disappointingly unsurprising and one of those “Whelp. Judging by your reaction, this isn’t going anywhere. Have a nice night.”
Lilah has a different roommate, we met her in the bit when Lilah was chasing the story on Captain Prime vs. Dr Eldritch and she got slimed on the roof for her troubles.
