the troll has demonstrated to be a master of manipulation. and it seems ironic that if the police were chasing this exact guy, they are nowhere to be seen. its entirely possible the radio broadcasts were the troll making sure his victims went into the trap.
IF this guy is the Troll, and not just a minion, in fact, even more twisted, this guy is the impersonator of the Troll ‘s video, so this aggression is motivated “for Analogue’s need of revenge against the poor guy that make a little joke”. Don’t rely on other comic books to evaluate how this works.
Setting aside that the rules regarding how arrests work would be different in worlds like this and assuming this IS the Troll:
Ethan’s use of force would definitely be considered reasonable in stopping a fleeing suspect, particularly a fugitive.
There’s also the previously mentioned in the series “Vigilante Laws” that allow super heroes to operate with a type of qualified immunity. He’s acting in good faith to apprehend a fleeing criminal.

So we can rule out innocent bystander. It’s either a cohort of his to keep Analog off the trail, or we’re gonna see the real face(-less) version of the Troll and he’ll somehow get away. Either way, Ethan’s gonna have one very long night after this is over.

From a narrative point, there is very little reaons to keep the face hidden all the while if it would be really the Troll. Sure, you could argue with suspense. But I think the scene would play out different if this was the real Troll. In stories most of the time when the face is hidden up to the end, then only to make a “surprise” reverse. When it is the real villain, you often see it directly at the beginning. I feel like you’re forgetting that The Troll’s face was allegedly burned off. It might not be him, but there’s plenty of narrative reason to keep his face hidden for now.

It looks like he ran into the wire and it caught him in the neck. That could do SERIOUS injury. Since he’s already tormenting himself for the injury in their first encounter, could this be the next stage of that? They catch the troll but hospitalise/kill him?
Voice recorder, in universe equivalent of Joker Venom, the Troll is a Dr. Jekyll/Mr. Hyde scenario and there’s more than one. There’s plenty of established comic tropes that could allow for this

My guess is this is going to be someone the Troll is using as bait. Gagged mouth, recording device used to play appropriate noises, and either strapped with a bomb or otherwise in danger where he told them to run somewhere specific if he wants to live.

Ethan! You could have decapitated that person? Or, assuming the rope material is safe, it could still cause a serious injury. This is such a reckless behaviour, especially when he is feeling guilty about the fall from the building.
It’s not monofilament. Looks like relatively thick line, anchored by a normally strong human being run into by a normally fast human. The line will have some give, and is unlikely to cause any real damage. A lower shot for a trip wire would have been a better choice tho.
