I’d guess he’s quite old or survived some sort of explosion and whatnot (or chemical attack or something, maybe his eyes are sturdier than his pigmentation)
Birth marks and port-wine stains would be darker. I’m not sure weather these diseases that you think of count as vitiligo, I just recently learned this word.

See, this is why you should never take the initiative at work.
initiative is not always bad. however if your initiative goes directly against the orders you were given you better be damn sure you not only get your prize but its a big enough prize to buy your way out of the shit you’ll be in for disobeying.
It shows how little faith he has in his subordinates that he orders them to stand down rather than assuming there’s a reason why they started fighting.

Of course, the only honest answer to that question is “I don’t have any flaming idea”, but let’s see what ‘ol Ulogg pulls out of his britches.
Does Ulogg have a cyborg eye or does he have some form of vitiligo?
I’m 99.100% sure it’s a spot of differently-colored skin.

Looks like the later; or these patches are a natural feature like on spotted dogs.
Or those giant red birthmarks some people are born with, or the disease that people get that causes the loss of pigmentation in areas of the body.

Saluting a video feed? What kind of chickshit organization is this?
Probably one that has evolved in situations where MOST of your interaction with superior officers is via video feed.
Such as on different spacecraft, at massive distances from each other
I guess Ulogg’s species doesn’t have pronouns in their language and the translator does direct translations.
That alien in panel one is actually rather unsettling to look at. Like the skin on his skull is about to peel off, ugh.
I have to say, you are delightfully creative in your aliens looks.
