I have this theory that the younger brother is a little less evil than the rest of his family. At the very least, he doesn’t seem to love bloodshed for its own sake. That’s probably WHY dad insisted he don the starcaster- he saw a glimmer of a conscience in his youngest child, and found it to be offensive, even threatening. To quash that nascent morality, he put him into a position where he would commit mass murder. Only his oldest child takes after dad a little too well in the bloodlust department. Alternatively, their father understood its not just about bloodlust and cruelty. You need to have logistics and strategy so you don’t over extend your fleet and get decimated as a result.
So the younger brother, being more tactically minded, was given the starcaster to lead the army and prosecute the war. As giving the older brother that power would have risked destroying everything their Empire has worked for so far.
There is also the possibility of civil war. Considering this guys personality, I could see him purging his own people in an effort to solidify his power.

The bonding actually went fine.
He’s simply squicked out because he just discovered they hadn’t properly cleaned off all of the previous wielders’ bits.
best case scenario for the federation is that he totals the ship they are on. and is left floating in space with the caster keeping him in a state of agony.

Almost every time he has screen time in the comic, he convinces us more and more that his father had the right idea in passing him over for his bro
At least he’s brave and arrogant enough to make a decent villain
Curiously, I feel like this could also be something of a self fulfilling prophecy, i.e. if you keep telling a kid that he sucks and can’t measure up to his brother, then it will no wonder when he grows up to be spiteful and vicious.
