If Elijah is the perpetrator behind the murders (it’s still an “if”, I know, he could be innocent), he needs to be taken into custody. So, unless they expect to talk him into surrendering, this probably doesn’t end in a pretty way.
Last time his “crime” was petty at worst, but know the stakes are quite a bit higher.
Honestly, I give it 50/50. Copycat criminals are 100% a thing, and Elijah’s shown restraint and respect. Other than the tags, this does not fit his MO.
Even him being out here now does not necessarily imply that he’s culpable. Hell, if someone was copying him, he’d want to catch them in the act.

I still don’t think it’s Elijah. Elijah was practically invisible when he ran, and his mask muffled his voice. Gotta be some sorta copycat speedster…
Common, at this point, there’s no doubt it’s him. The mask could be altered with an internal mic / external speaker. And even if not, it’s not like muffled “You” sounds like something else. It’s literally a single sound.
He could have followed the advice of Ethan and Lucas to make him easier to understand while wearing the mask. In addition, I see no reason for Elijah to go full speed all the time. That’s like saying I need to run full speed everywhere, even if I just get groceries, Lucas to use his arrows for literally everything, or for Ethan to only be a hero if he dies and respawns.
The person getting the jump on Ethan might be Elijah looking to catch the copycat too.

I’m about 99% sure that Elijah isn’t the one doing this, and the reason he’s in the area is to figure out who is, which puts them on the same side on this one.

For me this shows that Elijah is the culprit. He’s doing the desperate measures. He’s desperate to prevent more (child) deaths from guns and videogames. Any means necessary. If you have the option to (try to) save an unknown amount of children’s lives, at the cost of certain deaths at your hand. Would you do it? It could be commendable if it wasn’t so dark.

As trolley problems go, this isn’t even a tricky one. You have no idea if, or how many, lives will be saved. On the other hand you have the guaranteed deaths you’re responsible for.
Even if you look at it purely consequentially, and never ask the question of what gives you the right to decide that somebody’s life is worth less than the life of another, this is a bad outcome. Like you say, it is desperation, and desperation is not a good guide.
I agree. Life is precious and I find that in the real world too few options are chosen to safeguard life. It is interesting how changing the setting people’s views change as well. When the criminals that Ethan got to stop and consider surrender were gunned down by that psychopath people were shooting me down for considering it murder. The commendable of Elijah is that in his view he sees kids dying, and he has the balls to get his hands dirty to try and stop it. That being said, I also mentioned it *wasn’t* commendable. What if Elijah were killing drug dealers? In his mind, it might be the same thing, eliminating people who deal deadly substances to young people, and keeping said products out of their hands, as well.

Okay so this does give us some important information on just how fast Elijah is, at most he’s still going sub supersonic, otherwise he wouldn’t have been able to hear Ethan. That is interesting since in the past he seemed to be going faster than light with how he was tagging three separate locations at the same time.
I’m not sure any narrative is served with this particular attention to detail, even if you make a very good point. People running at these speeds should not be able to hear most things that are shouted at them.
However it does seem from the drawing angle that the speedster is running towards Ethan which makes it plausible that he could hear him even if your point is taken into account.

My Prediction: He’s there to STOP whoever is causing this. Against all odds, I don’t really see him as the type to murder people. I figure he DID spray paint the poison vendor tags, but it was someone else who did the murdering.

Hopefully the leaked a fake location incase this doesn’t go well.
It doesn’t end well regardless. If it’s a fake, he already would know it was, which is why he’s seeking out the heroes to splatter them for tricking him. They have no means of actually fighting someone like Elijah, full stop.
It’s what makes the Flash such a scary opponent, no matter what you try, huis super reflexes mean you might as well be telling him you plan to stab him over the next two weeks, and then doing so.
