Weirdly though, if your phone glitches out and becomes ‘unregistered’, it will not go to voice mail.
I recently experienced this while out of town. First my wife’s phone, then mine. No warning or notification on the phone, but we were unable to make or receive calls until resetting our phones.
Phone died or he’s busy and can’t talk on his phone. Considering Ben is a police officer, you can easily assume the latter is most likely. Hell, are uniformed cops on patrol even allowed to bring their personal phones while on patrol? I imagine it’s more likely they can’t and the event of an emergency, family or friends would have to contact the station to relay the message.

Usually, if the phone is off (or dead battery) it goes to voice mail immediately
If it rings first that means the phone was turned on
