That’s fascinating. Around here, it’s the opposite- public property is fair game to record, as well as anywhere else you’d have no reasonable expectations of privacy, including recording parking lots and open windows, assuming that you’re on public or your own property when you record.
But only the property owners can authorize recordings originating inside their property.
How fast does the insurance show up?
Police might be faster but wouldn’t you get a uniformed police with a note pad not a camera?
Now if they take a bunch of pictures before sweeping and vacuuming that seems responsible. But might not occur to Lucas as recording evidence does not occur to many adults I have met.

We called police, they showed up quickly (15 minutes at most?) with 3 policemen. They took notes and pictures, checked for fingerprints and blood samples (thieves cut themselves with shards of glass), and we talked about the situation, what was missing, etc. They made a report to send to the insurance. For a full report and follow up nothing should be touched, in practice what looks like a (possible) random vandalism incident with no obvious tag etc. will usually just get a report number, and rarely a visit if you’re lucky.
Some photos before cleaning would still be a good idea jic.

That’s how it is here: shops can put up as many cameras as they want, but they’ll get a heavy fine if the camera captures the public street outside.
